Promotion Questions

I've read all the entries in this community, which has answered some of the questions I had, and followed a link to the Cornell University Law School, which was also useful, but not very easy to understand in places. Another place I've done a lot of reading is on About.com - http://usmilitary.about.com/od/promotions/l/blofficerprom.htm.

If I've understood correctly; should a Major be doing the job of an officer of higher rank, when he gets promoted to Lt. Col., that time he has spent doing the job, would then be counted towards his/her next promotion to Colonel. If this is so, then Major Sheppard, having spent over a year of doing Colonel Sumner's job, followed by almost two years of bing Lt. Col. would be sufficient for being considered for promotion to Colonel towards the end of Season 3.

Also, once promoted to Colonel, he would have to go to 'Colonel School'. I'm pretty sure I read something about this somewhere... but now can't find it - I was sure that I had it bookmarked. What would this entail, and how long does it take?
