A Question About Deployment

Scenario: I have a married couple, with children, who are both military (one Marines, the other Army). If the Army member is overseas in combat--say, Iraq--and the other is in a non-combat situation on a base, could he be deployed? Would it be assumed that another family member would take the children, or would that parent be kept out of active combat because of the kids?

The point of this exercise, btw, is to find some excuse to not deploy the Marine and his team, so if the above scenario doesn't work, I'd love ideas.

(Please feel free to correct any of my terminology, too.)
