Military funerals


I've been looking around at the various sites talking about this, and feeling pretty confident that I know enough of the basics for what I want to write. I was wondering if anyone could tell me though - according to most sites, the family has to request military honours at a funeral for a veteran. If the family isn't around to do that, can someone else, like a close friend, ask instead, and would this have to be, or be likely to be, honoured?

Also, is there any difference to where the person is buried according to which branch of the military they belonged to? For example, Quantico ceremony seems like it's mostly marines, but I'm not sure if that's coincidence or an actual rule.
